How many pay periods in semi monthly payroll — is it always 24 per year?

I want to confirm how many pay periods in semi monthly payroll exist per year before we finalize our salary calculations. I keep seeing 24 mentioned, but does this ever cause rounding issues when dividing annual salaries into equal paychecks? How does your payroll software handle it?
